MANILA – The Third Quarter 2017 Social Weather Survey, carried out on September 23-27, 2017, found 62% of the respondents satisfied and 21% dissatisfied with the performance of Vice-President Leni Robredo; 60% satisfied and 14% dissatisfied with Senate President Aquilino “Koko” Pimentel III; 34% satisfied and 26% dissatisfied with Speaker Pantaleon “Bebot” Alvarez; and 35% satisfied and 26% dissatisfied with Chief Justice Lourdes Sereno.
The resulting net satisfaction ratings (% satisfied minus % dissatisfied) were a good +41 for Vice-Pres. Robredo, a personal record-high good +46 for Senate President Pimentel, a personal record-low neutral +8 for Speaker Alvarez, and a neutral +9 for Chief Justice Sereno.

Vice-President Robredo up to Good +41
Vice-Pres. Robredo’s net satisfaction rating stayed good, at +41 in September 2017, up by 5 points from +36 (60% satisfied, 24% dissatisfied) in June 2017
The 5-point rise in the overall net satisfaction rating of Vice-Pres. Robredo was due to increases of 7 points in Balance Luzon, 7 points in the Visayas, and 3 points in Metro Manila, combined with a steady score in Mindanao.
It stayed very good in the Visayas, at +60 in September, up by 7 points from +53 in June.
It stayed good in Balance Luzon, at +42 in September, up by 7 points from +35 in June.
It stayed moderate in Metro Manila, at +23 (correctly rounded) in September, up by 3 points from +20 in June.
It stayed good in Mindanao, at +31 in September, hardly moving from +32 in June.
Double-digit gains in Vice-Pres. Robredo’s net satisfaction rating from June to September 2017 can be found in urban areas, among class ABCs, among 35-44 year olds, and among college graduates.
Senate Pres. Pimentel up to personal high of Good +46
Senate President Pimentel’s net satisfaction rating stayed good, at a personal record-high +46 in September, up by 13 points from +33 (53% satisfied, 20% dissatisfied) in June.
This surpassed his previous personal record of +37 in September 2016.
The 13-point rise in Senate President Pimentel’s net satisfaction rating was due to the double-digit increases in the Visayas, Balance Luzon, and Metro Manila, coupled with a 7-point increase in Mindanao.
Senate President Pimentel’s net satisfaction rating rose by one grade from good to very good in the Visayas, at +51 (correctly rounded) in September, up by 17 points from +34 in June.
It stayed good in Balance Luzon, at +45 in September, up by 14 points from +31 in June.
It stayed good in Metro Manila, at +44 in September, up by 11 points from +33 in June.
It also stayed good in Mindanao, at +45 (correctly rounded) in September, up by 8 points from +37 in June.
Double-digit gains in the Senate President’s net satisfaction rating from the previous quarter happened in urban areas, among class D or the masa, among women, in all age groups except the 55 year olds and above, and among graduates of high school and college.
Speaker Alvarez down to personal low of Neutral +8
Speaker Alvarez’s net satisfaction rating fell by one grade from moderate to neutral, at a personal record-low +8 in September, down by 8 points from +16 (40% satisfied, 25% dissatisfied, correctly rounded) in June [Chart 3, Tables 7 and 8].
The 8-point fall in Speaker Alvarez’s overall net satisfaction rating was due to declines of 19 points in Mindanao, 5 points in Metro Manila, and 5 points in Balance Luzon, combined with a steady score in the Visayas.
Speaker Alvarez’s net satisfaction rating stayed moderate in the Visayas, remaining at +10 (correctly rounded) from June to September 2017.
It stayed neutral in Metro Manila, at -1 (correctly rounded) in September, although down by 5 points from +4 in June.
However, it fell by one grade from good to moderate in Mindanao, at +12 (correctly rounded) in September, down by 19 points from +31 in June.
It fell by one grade from moderate to neutral in Balance Luzon, at +8 in September, down by 5 points from +13 in June.
Double-digit declines in Speaker Alvarez’s net satisfaction ratings from June to September 2017 happened among class E, and among 35-44 year olds.
Chief Justice Sereno down to Neutral +9
Chief Justice Sereno’s net satisfaction rating fell by one grade from moderate to neutral, at +9 in September, down by 12 points from +21 (43% satisfied, 23% dissatisfied, correctly rounded) in June [Chart 4, Tables 9 and 10].
This is her lowest net satisfaction rating score since the neutral -1 in December 2015.
The 12-point fall in Chief Justice Sereno’s overall net satisfaction rating was a result of the declines of 24 points in Mindanao, 21 points in Metro Manila, and 8 points in Balance Luzon, combined with a steady score in the Visayas.
Chief Justice Sereno’s net satisfaction rating stayed moderate in the Visayas, unchanged at +14 from June to September 2017.
However, it fell by two grades from good to neutral in Mindanao, at +9 in September, down by 24 points from +33 in June.
It fell by one grade from moderate to neutral in Metro Manila, at net zero in September, down by 21 points from +21 in June.
It also fell by one grade from moderate to neutral in Balance Luzon, at +9 in September, down by 8 points from +17 in June.
Double-digit declines in Chief Justice Sereno’s net satisfaction ratings from June to September 2017 can be found in both urban and rural areas, in all socioeconomic classes, among men, across age groups except 35 to 54 year olds, and across educational levels except among high school graduates.
Survey Background
The September 2017 Social Weather Survey was conducted from September 23-27, 2017 using face-to-face interviews of 1,500 adults (18 years old and above) nationwide: 600 in Balance Luzon, and 300 each in Metro Manila, Visayas, and Mindanao (sampling error margins of ±2.5% for national percentages, ±4% for Balance Luzon, and ±6% each for Metro Manila, Visayas, and Mindanao).
The area estimates were weighted by Philippine Statistics Authority medium-population projections for 2017 to obtain the national estimates.
The quarterly Social Weather Surveys on public satisfaction with the Vice-President, Senate President, Speaker of the House of Representatives, and the Chief Justice of the Supreme Court are not commissioned, but are done on SWS’s own initiative and released as a public service.
SWS employs its own staff for questionnaire design, sampling, fieldwork, data-processing, and analysis, and does not outsource any of its survey operations.
