Cabinet Clusters reorganized; separate Infra cluster to harmonize push for ‘Build Build Build’

MANILA – President Rodrigo Duterte has reorganized the Cabinet Cluster system to better reflect his 10-Point agenda, adding an Infrastructure cluster that is seen to ensure a seamless coordination among agencies involved in the P8-trillion “Build Build Build” program.

Duterte issued Executive Order 24, amending EO 43 (s. 2011), which organized the Cabinet Cluster system (CCS) “to serve as a venue and mechanism for coordination, harmonization, complementation and synergy among the Executive departments and other government instrumentalities.”

According to Duterte’s EO 24, the CCS needs to be reorganized “to streamline their [clusters’] functions and improve existing procedures to achieve a more efficient and effective integration of programs, activities and priorities.” It said good governance and anti-corruption objectives are “immutable underpinnings of every policy, program and intervention of the CCS.”

Under the reorganized CCS, the new Infrastructure Cluster will be chaired by the secretary of the Department of Public Works and Highways (DPWH).

The re-worked cluster on Participative Governance will be chaired by the DILG secretary, a post soon to be assumed by the incumbent Armed Forces chief Eduardo M. Año. The general will be retiring from military service earlier than scheduled to assume the DILG post.

The four other clusters and their chairs are:

• Human Development and Poverty Reduction – the secretary of DSWD
• Security, Justice and Peace – the secretary of National Defense
• Economic Development – the secretary of Finance
• Climate Change Adaptation and mitigation and Disaster Risk Reduction – the secretary of Environment and Natural Resources.
