MANILA, Philippines — Classes have been suspended throughout Metro Manila and adjacent areas Tuesday due to expected heavy monsoon rains and the effects of tropical storm “Isang.”

The Batanes group of islands has been placed under tropical cyclone warning signal No. 2, meaning winds of 61-120 kilometers per hours are expected in 24 hours, while northern Cagayan, including the Babuyan island group, Apayao, and Ilocos Norte are under signal No. 1 (30-60 kph n 36 hours).
The Philippine Atmospheric, Geophysical and Astronomical Services Administration said Isang had passed Batanas and continued to move west at 20 kph, with maximum sustained winds of 80 kph near the center with gusts of up to 97 kph.
Stormy weather will be experienced in Batanes while rains with gusty winds will prevail over Apayao, Ilocos Norte and Cagayan, including the Babuyan islands.
Pagasa warned that monsoon rains may trigger flashfloods and landslides in Metro Manila, Central Luzon, Mimaropa, Calabarzon, the rest of Cordillera, Cagayan Valley and Ilocos regions.
Cloudy skies with light to moderate rains and possible occasionally heavy rains, gusty winds and lightning due to thunderstorms are expected over the Bicol, Eastern and Western Visayas, Caraga and Davao regions.
Partly cloudy to cloudy skies except for isolated light to occasionally heavy rains, gusty winds and lightning will prevail over the rest of the country.
